  3.2 Installing or Upgrading Layered Products
  To install and upgrade layered products, use either the soft-
  ware installation command procedure, SYS$UPDATE:VMSINSTAL.COM,
  or the POLYCENTER Software Installation utility. The in-
  stallation documentation for each layered product states
  which procedure you should use.

  Install or upgrade a layered product on your Alpha or VAX
  system as follows:
